Oak Ridge High School - Multiple NOA Projects

In 1998, naturally occurring asbestos (NOA) was identified in El Dorado Hills, with one location being a road cut on Harvard Way next to Oak Ridge High School.

In 2001 grading for a new soccer field exposed veins of NOA. Youngdahl Consulting Group, Inc. was providing geologic monitoring and had recommended asbestos air monitoring, which was agreed to by the client.  Asbestos mitigation began immediately and the project was completed without significant exposures to workers, students, teachers, neighbors, or visitors. Youngdahl Consulting Group, Inc. continued to provide consultation regarding NOA at the campus and assisted the school district in negotiating with lead regulatory agencies. The school district consulted with the California Department of Toxic Substances Control (DTSC) who identified other areas of concern within the existing campus and recommended encapsulation mitigation measures, which were then implemented by the district. A citizen filed a complaint with the USEPA that the mitigation measures were inadequate.


The USEPA, under CERCLA emergency response authority, performed and assessment of the campus and found additional areas with NOA that they considered to pose a health risk and then completed additional encapsulation. The Agency for Toxic Substances and Disease Registry completed a health risk study for the campus. The campus recently completed major upgrades to the campus for which Youngdahl Consulting Group, Inc. prepared removal action work plans and removal action completion reports with oversight by DTSC and the El Dorado County Air Quality Control Management District. Youngdahl Consulting Group, Inc. continues to provide annual inspections of mitigation measures to satisfy DTSC requirements and periodically assist the district in communications with lead regulatory agencies.


This project is an example of a complex project that breaks new regulatory ground.
